Heliconia rostrata (The false bird of paradise)

I still cannot understand how the colourful bracts work. This one carries two rows of eight stiff, pointed  and bright red bracts having yellow tips plus one special bract at the end. Altogether, there are 17 bracts. The previous one published had only 6 bracts and no end bract. Is it that the number of bracts increased with age ? What is the maximum number then ?  Why the number sometimes even and sometimes odd?
